Who builds this
HEIMLANDR AB, a limited company registered in Sweden, builds and operates Halantir. The company is the controller of the one personal-data ledger this site keeps (privacy) and the counterparty for anything described on the access page.

The system is called Halantir. "The official layer" is the descriptor: it says what the product is. The name says what it is called.

Sources and boundaries
Every figure in the record is harvested from an official register and carries its receipt: the source address, the fetch time, a hash of the fetched content. The registers behind the current record:
- Danmarks Statistik: municipal vitals, from the public statbank registers.
- TED, the EU public procurement journal: Danish notices and award outcomes.
- The communes' own committee ledgers: decisions, stored verbatim from the published pages.
