The registers speak five languages. The layer speaks one.

The harvest: Every day it reads what the registers publish: budgets, tenders, decisions, statistics. No model touches the harvest.
The join: Five countries file the same facts five ways. The layer resolves them to one place, one year, one measure.

Anyone can hold any figure against the register it names.

One record now runs through all three floors.

Upward: A resident reads what the commune did and what it cost, in the commune’s own record. Nobody asks permission.
Sideways: A commune reads every commune its size, across five countries, before repeating a mistake somebody already paid for.
Downward: A government sees what its decision did on the ground, commune by commune, year by year.
The refusal: No person is ever indexed or scored. The instrument points at institutions and cannot be turned around on the people it serves.
