Each one reads a position rather than printing a verdict. There is no score and no grade.
Instrument 01
One mark per commune in the band, the subject drawn larger, and one threshold that belongs to whoever published it. The line is never ours.

Instrument 02
Drag the scrub. The readhead moves and the readout follows it. No lane redraws, because the record does not move when a reader looks at a different year.

Instrument 03
It prints the difference and stops. The words saved, wasted and overpaid are not in this component, and the basis of every subtraction is stated under it.

What is not here
No composite score and no ordering of communes from best to worst. Every instrument above renders a position among peers of the same size and hands the verdict back. The refusals are written out at the laws, and what the record holds today is counted at the record.
