Instrument 01

A commune is compared against its own size and nothing else.

One mark per commune in the band, the subject drawn larger, and one threshold that belongs to whoever published it. The line is never ours.

Instrument 02

Thirty years back. Thirty forward. Never a solid stroke.

Drag the scrub. The readhead moves and the readout follows it. No lane redraws, because the record does not move when a reader looks at a different year.

Every number wears its coverage, and the gaps are drawn.

Datasets down, years across. Arrow keys walk the grid. A year below the floor renders hollow and carries no density at all, because a thin year that looks solid is a lie with a colour.

What this layer cannot see

  • A register that publishes once a year cannot be read monthly. The layer prints the year it has and refuses to interpolate the eleven months it does not.
  • A contract signed below the publication threshold never enters any register. The layer cannot see it, says so here, and does not estimate it.
  • Where a commune files its minutes as a scanned image the decision text is not machine readable. That dataset renders hollow for that year rather than empty.

A system that states its own blind spots can be checked. One that does not is asking to be believed.

What is not here

There is no dial that grades a place.

No composite, no index, no letter, no ordering of communes from best to worst. Every instrument above renders a position among peers of the same size and hands the verdict back. The full list of refusals, with the reasoning each was paid for with, is on the laws page.
