The engineering claim

A new layer is a harvester, a metric definition and a band config.

Nothing above the spine moves when a desk is added. The bands, the joins, the detectors and the three ledgers are the same code for a tender as for a council decision, and that is why the thirteenth desk is a week of work rather than a rewrite.

Every refusal above is enforced where it cannot be argued with: in the schema, or in the pipeline. Not in a policy nobody reads.
