Free for people, forever

The public page is the product, not a preview of it. No signup, no cookie banner, no tracking, no blurred figures, no teaser truncations, nothing held back for a paid mirror. What the machine knows, the page shows — and every figure on it opens into the receipt that proves it, replayable by you.

This is not generosity; it is the mechanism. A record that only some people can read is a dossier. A record everyone reads — the commune it describes included — is a public instrument. The free page is what makes the rest of the model honest.

Reading it also costs you nothing in the other currency. The page sets no cookies, runs no analytics, and makes no third-party requests; the fonts are served from this origin and the only network traffic behind a render is this server reading the record. Who read what is not a dataset here.

02 · The API

The same door, worked example

The API is the same one this site reads on every render — the public views of the spine, behind the same publishable key every reader gets. There is no privileged mirror, no partner endpoint, no internal view with better numbers. The request below is the exact read behind the live counters on the front page. Replay it and you get what the page got.

What comes back is one wide row of live counts — the same row the front page renders. The placeholder stands for the public key, printed in every receipt's request on this site. The same door serves the per-dataset views listed on the record page — counts, coverage windows, decisions, tenders, awards — all of it the same rows the page renders, in the open.

The honesty rules reach the API too. A read has three states: rows are the record, empty means the harvest holds nothing, and a failure is a failure — this site prints READ FAILED rather than a cached value, and an integration can be built to the same standard, because the API never dresses a failure as a zero.

03 · Formats

Leaving is a feature

Everything that can be read can be taken. Exports are open formats — plain tables with a receipt manifest beside them: source address, fetch time, content hash, coverage — so anything carried out of this system can be verified without this system. There is no proprietary format, no export ceiling that exists to hold you, and no penalty for walking away with your rows. Lock-in is on the refusal list for the same reason secret views are: a record you cannot leave with is a record you were never really given.

04 · Newsrooms

For newsrooms

Everything on the free page is quotable, and everything quotable carries its receipt: the source address, the fetch time, the content hash. Replay the request before you print the figure — the receipt is built so your fact-check does not need us. There is no press mirror, no embargo, and no early sight: the newsroom reads the same record as the commune it is writing about, at the same moment.

Exports carry a receipt manifest beside the rows, so a figure can be verified without this system in the room. A correction, if one is ever needed, files in public on the corrections ledger — check it before publication the way you would check a source.

05 · Institutions

What institutions pay for

Institutions pay for access: API seats and volume, briefs, integrations, service commitments. They do not pay for findings, because findings are not for sale — not their early sight, not their framing, and not their removal. A flag leaves the record when the registers show an actual repair, and for no other reason. The pattern computation cannot see the customer table, by construction, so favor is not merely against the rules; it is unimplemented.

Nothing arrives as an invoice. An approach from this system is a proposal wearing its price, and the finding it concerns is already on the free page either way — before the proposal, during it, and after a no.
